GST payments fall under four broad types based on the type of tax applicable. There are primarily these four types, which are stated below:

 

  • CGST (Central Goods and Services Tax)

  1. This is the State Government's share of the tax paid for intrastate transactions.

  • IGST (Integrated Goods and Services Tax)
  1. This tax is charged on inter-state transactions (transactions between two different states).

  2. IGST is charged by the Central Government on inter-state supplies, but it is collected and administered by the center.

 

  • Cess
  1. The GST Cess is applied to luxury items or goods that are injurious to health, like tobacco and aerated drinks, for instance. Over and above the usual rate of GST, this levy is in addition to the latter.

 

How to Make GST Payments?

 

  • Step 1: Log into the GST Portal
  1. Go to the official GST portal www.gst.gov.in and login with the GSTIN assigned number and password.

  • Step 2: Navigate to the Payment Section
  1. Once logged in go to the 'Services' tab and then click on 'Payments'.

  • Step 3: Select the Tax Period
  1. Choose the appropriate tax period to which the payment should be made. Monthly, quarterly or annual payments would be included

  • Step 4: Enter Payment Details
  1. Specify the tax types (CGST, SGST, IGST, or Cess) and the amounts due. You’ll also have to fill in details like interest, penalty, and late fees (if applicable).

  1. The GST portal offers several payment methods, such as Net Banking, NEFT/RTGS, or Over-the-counter (OTC). Choose your preferred mode.

  • Step 6: Make the Payment
  1. Proceed for the payment and after selecting a payment method you get a Challan or GST Payment Acknowledgement of successful payment process.

  1. This transaction detail will update automatically in the GSTR-3B, that is a return of the monthly summary of GST in your account and you should proceed to file your return with this correct detail.

 

GST Refunds: What Are They?

 

A GST refund refers to the refund of excess tax paid by a taxpayer under the GST system. Refunds are allowed if a taxpayer has paid more tax than his liability or where he is legally entitled to get a refund for specific reasons.

 

Businesses seek GST refunds in instances such as:

 

  • Excess input tax credit: When a business claims more Input Tax Credit (ITC) than needed, resulting in a refund.

  • Exports: As exports are zero-rated under GST, exporters can claim a refund of taxes paid on input goods and services.

  • Tax paid on purchase of capital goods: In case such a business fails to use input tax credit for inputs, there will be a possible refund.

  • Intra-state refund claims for exporters: If export-related transactions have paid both the SGST and CGST, the taxpayer is eligible to claim a refund for excess taxes paid.

 

Conditions for Claiming GST Refunds

 

  • Refund on Exports
  1. Exports are zero-rated under GST. Therefore, any tax paid on inputs used in the export of goods or services is eligible for a refund.

  2. Exporters can either apply for a refund of unutilized input tax credit (ITC) or opt for a refund of the tax paid on export supplies.

  • Refund of Excess Payment
  1. If a business has paid excess GST due to mistakes or miscalculations, they can claim a refund.

  2. This also applies when a business has paid the wrong amount of tax due to incorrect categorization of products or services.

  • Unutilized Input Tax Credit
  1. If a business is unable to utilize the ITC due to no output tax liability or because of exports, it may apply for a refund of the unutilized credit.

  • Other Refund Scenarios
  1. Other situations under which a refund can be claimed include detention of goods wrongfully or export of goods but no GST paid on them.

 

How to Apply for GST Refunds?

 

  • Step 1: Log into the GST Portal
  1. Go to the official GST portal at www.gst.gov.in and login using your credentials.

  • Step 2: Navigate to the Refund Section
  1. Click on the 'Services' menu and then click on 'Refunds'.

  • Step 3: Select Refund Type
  1. Select the appropriate type of refund, such as refund of ITC, excess tax paid, or export-related refund.

  • Step 4: Fill Out the Refund Application
  1. Provide the information required, which will include your GSTIN, tax period, and refund amount.

  2. Attach proof of export (in case of exports), invoice details, or proof of excess payment.

  • Step 5: Submit the Application
  1. After providing all the required information and uploading the necessary documents, file the application for the refund.

  • Step 6: Refund Processing
  1. The application is reviewed by the GST authorities. If everything is in order, the refund is processed, and the amount is credited to your bank account.

  • Step 7: Track the Refund Status
  1. You can track the status of your refund application via the GST portal under the ‘Track Refund Status’ section.

 

Timeframe for GST Refunds

 

Refunds are usually processed within 60 days from the date of the refund application, but the actual time may vary depending on the complexity of the case. In some instances, refunds may take longer if additional verification or documentation is required.

 

The interest may accrue to the taxpayer if the refund is not made within the given time frame.

 

GST Refund Process for Exporters

 

For exporters, the refund of GST is a lot smoother; however, there are also few important facts associated with it:

 

  • Zero-rated exports: Exports have been treated as a zero-rated supply under GST. This simply means that export goods and services are not subjected to any form of tax charge. Exporters can claim a refund of the ITC paid on the goods and services used for the exportation of their goods.

  • LUT (Letter of Undertaking): Exporters can file a LUT in order to get a refund for taxes paid on the use of goods and services exported by them with nil tax.

 

GST Refund Rejection and Appeals

 

Sometimes, the GST refund application might be declined. The basis for declination includes:

 

  • Incomplete or incorrect information provided in the application.

  • Non-eligibility for refund under certain circumstances.

  • Problems with documentation or missing proofs.

 

If the refund application is rejected, the taxpayer can appeal the decision within 30 days of the rejection order.

 

Common GST Payment & Refund Issues

 

  • Mismatch of ITC Claims: Often, businesses face issues with discrepancies in ITC claims, which may lead to rejection or delays in refunds.

  • Errors in Documentation: Like incorrect or missing invoices, details of exportation, or banking details delay refunds.

  • Delays in Refund: Refund may take longer due to delays in verification by the authorities or technical issues with the GST portal.
